The Ministry of Commerce was the successor to the domestic commerce function of the former Department of Trade and Industry. The purpose of the new Ministry was to help New Zealanders prosper. The Ministry's functions related to virtually all aspects of the economy and ranged from general micro-economic issues common to all markets through to sector specific issues in energy, information technology, manufacturing, and the administration of programmes and regulatory functions. In February 2000, the Ministry of Commerce's responsibilities and functions were expanded and transferred to the new Ministry of Economic Development. The Ministry of Economic Development was part of the Government's Regional and Economic Development Programme. Central to the new Ministry was the creation of Industry New Zealand, a Crown Entity that would implement industry and regional development policy. In July 2012 the Ministry of Economic Development was merged into the Ministry of Business, Innovation and Employment.

In 1948 it became the Ministry of Works and in 1974, the Ministry of Works and Development. It was restructured as a State-Owned Enterprise in 1988.
