Established when the Social Security Department and Child Welfare Division of the Department of Education (Hastings offices) merged to provide co-ordinated social services. Functions included responsibility for all payments of Social Security benefits and War Pensions; counselling and advice; care and welfare of young children; guidance and supervision of older 'at risk' children; adoption advice; placement of children in foster families; and the administration of homes and institutions for children.

Responsible for the care and protection of children at risk, and management of young offenders. Functions included providing public education programmes; investigation of situations where children and young persons were reported at risk of abuse, neglect or deprivation; managing family resolution services; and providing accommodation and care services for children and young persons arrested or remanded by the Courts, or in the custody of the Director General of Child, Youth and Family Services by Order or Agreement.

Access Statement:

Restrictions apply to some files in the transfer in order to protect the personal privacy of individuals whose histories are outlined in the records.  Such files contain sensitive personal information, and are marked as restricted (100 years from the date of the file closure, for children or restricted 70 years from date of file closure, for adults) in the above list, based on the potential lifetime of the individuals concerned and previous access agreements for child client files.

Restrictions apply to some files in the transfer in order to comply with the Adoption Act 1955 and the Adult Adoption Act 1985. Files containing adoption information are permanently restricted under the current provisions of this legislation, and are marked in the list as restricted with no date of restriction expiry. This restriction will be reviewed in the event of changes to existing adoption legislation.

Some files in the transfer contain only administrative information, and are open for use by researchers.  These are marked in the list as open.

Note: In 2018 administrative responsibility for this series passed from the Ministry of Social Development to Oranga Tamariki, Ministry for Children.   In agreement with Oranga Tamariki, authorised staff from the Ministry of Social Development (currently the Claims Resolution Team) continue to have right of access to this series through the Archives New Zealand Government Loans Service.
