The Civil Aviation Authority (CAA) established civil aviation safety and security standards, and monitored adherence to those standards. The CAA carried out accident and incident investigations and collated this material to establish an industry-wide safety picture. This became the basis of safety initiatives ranging from education campaigns to increased monitoring and regulatory action. The CAA also provided search and rescue services throughout New Zealand and the South Pacific, and met New Zealand's obligations to the international civil aviation community.
