The passing of the Education Act, 1989, saw a major restructuring of education administration. This saw the disestablishment of the Education Boards, with a residual management unit taking over remaining functions for a short period of time. The Ministry of Education was established to provide policy advice to the Government on aspects of education, including employment-related education and training. The Ministry also ensured that the Government's educational policies were implemented in effective, efficient and equitable ways, and advised the Government on the best use of the resources allocated to education.

The Education Department was established with responsibility for funding and auditing local Education Boards; training, examining, and classifying teachers, and determining educational standards. It subsequently acquired responsibility for a range of other educational functions, including national curricula; school publications; library services; Maori, technical, secondary and distance education, and some aspects of tertiary education.



The Education Department also administered a number of educational institutions, including Native or Maori Schools, Industrial and Reformatory Schools and the Sumner Institute for the Deaf and Dumb.

They are stored in a temperature controlled vault and must be brought to room temperature gradually. Consequently, it must be ordered at least twenty four hours before it can be brought to the reading room for consultation. Viewing is subject to approval and is by appointment only.
