Established when the Social Security Department and Child Welfare Division of the Department of Education (New Plymouth offices) merged to provide co-ordinated social services. Functions included responsibility for all payments of Social Security benefits and War Pensions; counselling and advice; care and welfare of young children; guidance and supervision of older 'at risk' children; adoption advice; placement of children in foster families; and the administration of homes and institutions for children.

The principal functions of the New Plymouth District Office were responsibility for the maintenance, care, control and education of children under the special protection of the state in the New Plymouth region. A major portion of its work concerned investigation of all cases coming before the region's Children's Courts. Other responsibilities included supervision of all children under the age of six years living apart from their parents, and of children and young persons placed under the care of child welfare officers by the Children's Courts; providing for the care and education of handicapped children; investigation of and provision of assistance to illegitimate children; overseeing the placement of children in foster homes, and applications for adoption and widows pensions; administration of short-term facilities for the remand, classification and observation of children; and the guardianship and care of immigrant refugee children following World War II, including those from Great Britain and Poland.
