The Land Claims Commissioners investigated all land purchases from Maori made before January 1840 for validity. They also investigated one group of post-1840 land purchases from Maori. A Crown Grant was recommended if the Commissioners approved the Claimant's case. The first Commissioners were appointed in 1840., but many claims remained unresolved. The Land Claims Settlement Act 1856 created the office of Commissioner of the Court of Land Claims. Francis Dillon Bell was appointed sole Commissioner of the Court, and published rules for claimants, investigated claims and presented his final report to Parliament in 1862. A small number of cases remained unsettled, and later Commissioners were appointed to deal with these.
