These records were created by the Ministry of Works and Development, Dunedin District Office and its predecessors and successors. They related to the design, engineering, construction and maintenance of government works such as court houses, schools, lighthouses, telephone exchanges, defence works, highways, irrigation schemes, hydro-electric schemes for power generation, drainage, state houses, railways, electric trams, etc.

They also included records on accidents to workmen  and land taken or disposed of under the Public Works Act, in the Otago and Southland region. There were files which documented public work schemes during the Great Depression in the 1930s. The Ministry of Works in some cases were responsible for the operation of particular public works; irrigation schemes for example. The Ministry of Works also contributed to work on the conservation of water and soil resources.

The files related to irrigation were taken over by the Ministry of Agriculture and Fisheries when the Ministry of Works and Development was disestablished in 1988 and continued to be added to until the privatization process of Crown irrigation schemes was completed in 2008.
