It conducted the New Zealand Government's business with foreign countries and their governments, and with international organisations, and occupied a place in the bureaucracy recognised in the international community as the formal channel for state-to-state relations.

Responsible for the administration of New Zealand dependencies, in particular the government of Western Samoa. Cook Island Affairs were also administered by External Affairs staff, acting under the authority of the Minister for the Cook Islands and presented accounts to the House of Representatives under the name 'Cook Islands Department'.

Initially created to make better provision for the administration of New Zealand's external affairs, including establishing posts in the capital cities of allied countries in World War II. The responsibilities of the department expanded to include wide-spread international and trade relations, administration of New Zealand's Pacific Island affairs, and ultimately centralised administration of New Zealand's Overseas Service.
