Government postal services were provided in New Zealand from 1840 although the Post Office was not established as a Department until 1858. The Post Office performed a wide variety of functions on behalf of the Crown, including the provision of postal, telegraphic, telephone and banking services. In addition the Post Office assisted in the administration of associated functions in other areas of government, for instance, pension payments, motor vehicle registration and radio inspection. As a result of the 1986 State Owned Enterprises Act, from 1987 these services were split between NZ Post Ltd, PostBank Ltd., and Telecom Corporation of NZ Ltd.

As a result of the 1986 State Owned Enterprises Act, from 1987 the services previously performed by the New Zealand Post Office were split between New Zealand Post Limited, Post Office Bank Ltd., and the Telecommunications Corporation of New Zealand Ltd (Telecom). Telecom took over the telecommunications business and assets of the New Zealand Post Office. Over the next few years the telecommunications sector was gradually deregulated, culminating in the privatisation and sale of Telecom in 1990.

As a result of the 1986 State Owned Enterprises Act, from 1987 the services previously performed by the New Zealand Post Office were split between New Zealand Post Limited, PostBank Ltd., and Telecom Corporation of NZ Ltd. NZ Post Ltd had responsibility for mail, courier, stamp and telegram services, plus acted as agent for the Justice Department in preparation and maintenance of the electoral roll, and for the Land Transport Safety Authority in processing payments for motor vehicle registration.
